It's Academy City technology, so it uses a powder instead of regular bullets. The dials and shit on the sides can be adjusted so it can make different kinds of lethal or non-lethal ammunition, depending on what you need. There's an automatic mode, where its infrared sensor reads your target's composition, solidity and distance and makes the bullet according to that data. You can switch that mode off, though, so it's all manual using the dials.
